13U House League Rules

2024 13U HOUSE LEAGUE RULES

1) Games are 6 innings long. A game that is called early because of weather, darkness, time limits, etc., is an official game if 4 innings have been played (3 and a half if home team is leading).

If a game is called due to time limit, weather, darkness, etc. the score will revert to the last full inning played unless the home team has tied or taken the lead then the game will end with that result.

2-hour 15 min stop time

2) There is a limit of 5 runs per inning except for the last inning. No matter how many runs score, teams must get 3 outs in the last inning unless the home team is ahead.

3) The 10-run mercy rule is in effect after 5 innings of play (4 and a half if home team leading).

4) Teams can play with any number of players this year. Players arriving after the game has started (no matter what inning) are allowed to play and go in the last spot in the batting order. We encourage you to share players – provide an outfielder etc. so that the game can be played.

5) A team may use a 10th player (rover) or the regular 9 defensive players on the field during the game. If one team only has 9 players, the other team should also use only 9.

6) All players are in the batting order.

7) There is unlimited and free substitution except for the pitcher. Once removed from the mound – the pitcher cannot pitch again.

8) Baseball Canada pitch count rules will be in effect.

9) Catcher’s rule is in effect to speed up the game. If a catcher is on base with two outs, he or she is to be replaced by the player who made the last out. This allows the catcher to get their gear on so that the next inning can start quickly.

10) The NO CONTACT rule is strictly enforced. Base runners must make every attempt to not have any contact with fielders on plays at the bases. If there is accidental contact, the runner MAY be ruled out. If contact is intentional or negligent, the runner is out on the play and out of the game.

11) Any player or coach warming up the pitcher must wear a helmet and mask.

12) Stealing is allowed, however, there is no leading off.  The runner may not leave on a steal attempt until the ball has left the pitcher’s hand. If the runner leaves early and is thrown out, they are out. If they are safe, they will be sent back to the base they occupied before the stealing attempt.

No stealing on the throwback to the pitcher.

13) There are no balks.

14) The batter is out on a third strike regardless of whether the ball is caught or dropped by the catcher.

15) Only one coach per team may request to speak to an umpire about a call (not balls/strikes).

16) Only registered house players can be used as call-ups.  Not Rep players or someone’s cousin sitting in the stands.

17) If a regular season game has a tied score at the end of regulation play, then the game remains a tie.

18) All players / coaches are asked to pick up any garbage in or around their dugout at the end of each game.

19) We ask that everyone follow the FAIR PLAY policy.
